Restraint and physical intervention in foster care, and the training of foster carers to undertake such activity, are controversial issues that tend to divide opinion. There is evidence to suggest that violent behaviour is evident in foster care, and that aggression against people and property is a factor in placements breaking down. This raises difficult and complex issues about how best to manage aggressive and violent behaviour in a fostering context.
